II.2.1) Total quantity or scope (including all lots and options, if applicable) TO SUPPLY ALL NECESSARY MATERIALS, LABOUR AND EQUIPMENT NECESSARY TO PROVIDE A COMPREHENSIVE CLEANING AND DEFECT REPORTING SERVICE FOR A NETWORK OF APPROXIMATELY 1600 BUS SHELTERS AND APPROXIMATELY 14000 BUS STOP POLE MOUNTED INFORMATION CASES LOCATED AT APPROXIMATELY 9000 BUS STOPS ACROSS THE WEST OF SCOTLAND (STRATHCLYDE AREA. ALL BUS SHELTERS WILL BE CLEANED ON A MONTHLY CYLCE AND AROUND 1000 BUS STOPS WITH 1, 2 OR 3 INFORMATION CASES WILL BE CLEANED EACH MONTH. THE CONTRACT ALSO INCLUDES THE REPORTING OF DEFECTS DISCOVERED AT SHELTERS OR STOPS WHILST A CLEANING OPERATION IS BEING UNDERTAKEN. CONTRACT WILL ALSO COVER SPECIAL CLEANS WHICH MAY REQUIRE A 24 HOUR TURNAROUND. CONTRACT ALSO COVERS SOME BUS INTERCHANGES. POWER WASHING WILL BE ALLOWED ON MOST SHELTERS HOWEVER INFORMATION CASES WILL NOT BE POWER WASHED. A SERVICE LEVEL AGREEMENT WILL BE REQUIRED TO BE AGREED FOR THIS CONTRACT. THE CONTRACT WILL BE FOR A THREE YEAR PERIOD WITH A AN OPTION TO EXTEND FOR A FURTHER TWO 12 MONTH PERIODS. SPT WILL RESERVE THE RIGHT TO AWARD CONTRACT AS A WHOLE OR SPLIT AS IT SEES FIT.

IN THE EVENT OF AN ASSOCIATED GROUP OF COMPANIES BEING SUCCESSFUL, THE PARTNERSHIP WILL REQUIRE EACH COMPANY IN THE GROUP TO BE JOINT AND SEVERALLY LIABLE FOR THE SATISFACTORY PERFORMANCE OF THE CONTRACT. THIS ASSURANCE WILL REQUIRE TO BE CONFIRMED IN WRITING BEFORE ANY CONTRACT CAN BE AWARDED TO SUCH GROUP. GROUP BIDDERS MUST IDENTIFY THE LEAD CONTRACTOR

(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26 May 1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.
