II.1.5) Short Description of the contract or purchase(s) Strahclyde Partnership for Transport (SPT) wishes to hear from suitably experienced and qualified contractors who are in a position to undertake a contract for the various cleaning works througout its office and premises infrastructure. This will include the Glasgow subway stations and engineering depot, Buchanan bus station, East Kilbride bus station, Hamilton bus station, city centre office block and other sites inclusing multiple single office (travel centre) locations across Strathclyde. Night working will be required for some locations with the potential for works on a 7 day week basis at one or more sites. Specialist cleaning services will also be required from time to time. Supply of some consumbles may be required. Expressions of interest are being sought from companies with experience in the provision of a fully managed cleaning service. This contract will be subject to pre-tender qualification questionaire which can be downloaded from spt buyer profile section of its website (http://spt.g2b.info) documentis located under the other information section and marked as pqq for SPT Consolidated cleaning Contract.Cleaning services of transport equipment.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope (including all lots and options, if applicable) It is SPT's intention to seek best value and it will consider appointing either a single contractor for this contract or splitting the award into various site packages. 1. To provide a comprehensive cleaning service for the 15 sub-surface stations , engineering depot, Govan Depot offices, portacabins and enigneering office areas, administration office areas including necessary supervision to ensure that all cleaning is carried out. In order to minimise disruption to the travelling public cleaning of certain areas will be carried out outwith the subway's normal operational hours. if this is the case access times for non-traffic hours during which possessions may be granted for contractor to carry out work are as follows:-monday to saturday 00.30-5.30 hrs sunday 00.30-9.30 and sunday 19.30 hrs - monday 05.30 hrs. cleaning service will include the supply of all cleaning equipement and materials to carry out the cleaning requirement and any transport requirement, replenishment consumables will be required for this site. 2. To provide a comprehensive (365[6] day) cleaning service for Buchanan bus Station which will include all public areas as well as offices. Standard day and night shift working may be required along with site supervision. cleaning service will include the supply of all cleaning equipement and materials to carry out the cleaning requirement and any transport requirement, replenishment consumables may be required for this site. 3. To provide a comprehensive cleaning service for East Kilbride bus station which will include all public areas as well as offices. Standard day shift working is required. Cleaning serivce will include the supply of all cleaning equipment and materials to carry out the cleaning requiement and any transport requirements. 4. To provide a comprehensive cleaning service for a city centre multi-storey office block (6 floors) cleaning service will include supervision and the supply of all cleaning equipement and materials to carry our the cleaning requirement, replenishment consumables may be required for this site. 5. To provide a comprehensive cleaning service for multiple single office locations across Strathclyde. Cleaning service will include the supply of all cleaning equipment and materials to carry out the cleaning requirement and any transport requirements to travel between offices. 6. Specialist call-off services may be required for differing types of cleaning. Details will be provided in the tender documentation. 7. A requirement to provide additional consumables to service public toilet areas may be required . Full details if required will be included in the tender document. 8. An additional service may be required to clean the internal of the Subway train carriages. Further details will be included in the tender documentation. it is envisaged that the duration of the contract will be 3 years with an option to extend for a further 2 years at the sole discreation of SPT.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required (if applicable) Will be subject to a performance bond which will be detailed in the issued tender documentation.

Joint and several liability parties seeking inclusion on the tender list are required to indicate whether they are a company or a group of companies. in either case the ultimate parent company should be identified. no special legal form is required but in the event of an associated group of companies being successful the partnership will require each company in the group to be jointly and severally liable for the satisfactory performance of the contract. this assurance will require to be confirmed in writing before any contract can be awarded to such a group. group bidders must identify the lead contractor.

If yes, description of particular conditions 1) progression to the tender stage will be subject to the evaluation of the pre-tender qualification questionnaire which can be requested from address listed in i.1 or downloaded from spt website / procurement/ buyer profile/other information. 2) the law of Scotland will govern any contract(s) arising from this contract notice. 3) all tenders must be priced in pounds sterling (gbp) and payment will be made to the appointed contractor in (gbp) 4) variants will be at the discretion of the awarding authority and provided that a tender has been submitted based on the original requirements. 5) tenderers should note that as a public body strathclyde partnership for transport is bound by the provisions of the freedom of information (Scotland) act 2002. All information submitted to SPT may therefore require to be disclosed and or published by the partnership in compliance with the act. accordingly if tenderers consider that any of the information contained within their expression of interest or resulting should not be disclosed, their return should identify the information and explain why information should not be disclosed. 6) the tender evaluation will be based on a 60% qualitative score and 40% price score. the qualitative headings will be detailed in the tender documentation

(d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can demonstrate;

(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal organisation, as defined in Article 2(1) of Council Joint Action 98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26 May 1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.

Precise information on deadline(s) for lodging appeals: For european tenders spt will incorporate a minimum of 10 calendar day standstill period at the point of information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into.
