This Buyer Profile has been produced in order to give businesses and other organisations a better understanding of how SPT lets contracts for works, goods and services, subsidised local bus services, Demand Responsive Transport services and school transport contracts. It provides an explanation of the Partnerships policies regarding the seeking and acceptance of tenders and quotations, along with the relevant National and European legislation governing these rules.

The Buyer Profile has also been designed to provide information on existing and forthcoming contract opportunities, details of the staff involved in procuring works, goods and services and bus transport contracts as well as guidance on SPT's procurement procedures.
SPT procurement is split between two main categories:-

a) Provision of Transport Contracts
b) Works, Goods and services contracts

Provision of Transport Contracts
Contracts within this category are subsidised local bus services, demand responsive Transport services including Dial-a-bus Service as well as school transport contracts which are procured on an agency basis for eleven local authorities in west central Scotland.

Works, Goods and services Contracts
Purchases range from minor building works, stationery, printing, reprographics , general consultancy services, utilities and facilities contracts to more specialised spares service provision, for example, spares for Glasgow subway, management consultancy , training and development. The Partnership is also engaged in procurement exercises for complex construction and works projects as part of its capital budget programme.

The provision of these goods and services play a vital part in supporting SPT meet its business objectives, as well as meeting our obligations to Government and the public, to ensure that we obtain best value for money (VFM) from all of our diverse purchase activity.

The importance of procurement in the public sector and its contribution to achieving better value for money on behalf of the taxpayer has long been recognised by the Government. This has been acknowledged again recently in the context of the 'Review of Public Procurement in Scotland' report published in March 2006.

Effective procurement has an important contribution to make in delivering SPT's business objectives in terms of improving our business operations and in delivering better value for money.
